Tenders, institutions distributed 109 billion lek in 2025 - APP report: Funds and procedures are reduced, savings remain at similar levels

Around 109.5 billion lek is the value of contracts for works, goods and services announced as winners during 2025 by state institutions, marking a decrease compared to 2024, when this value reached around 172 billion lek.
The data is disclosed in the annual analysis of the Public Procurement Agency, which shows that about 17 billion lek, or 13% of the limit fund, were saved from the procedures carried out in 2025. A year ago, the saving was about 14% or 27.4 billion lek, which shows that although the percentage remains approximate, in absolute terms the saving has decreased significantly, in line with the decrease in procured funds.
The number of procedures has also decreased. In 2025, 5,766 procedures were announced, down from 6,811 in 2024. Of these, 1,525 procedures were canceled, while 4,186 were finalized with a winner. A year earlier, procedures completed with a winner were 4,836, reflecting a contraction in procurement activity.
Regarding negotiated procedures without prior publication, known as “table tenders”, 105 such procedures were carried out in 2025, accounting for about 2.4% of the procedures concluded with a winner and 2.8% of the total fund. In 2024, these procedures accounted for 2.3% of the total and had a lower weight in value, only 0.4% of the total fund, indicating an increase in their financial impact during 2025.
The structure of tenders remains almost unchanged. Even in 2025, the largest share is occupied by procurements for goods with 56%, followed by services with 29% and public works with 15%, a distribution similar to the previous year.
