The new agricultural support schemes through direct payments and investments have officially entered into force and the relevant instructions for determining the criteria and opening applications are now awaited,

The total fund to be distributed is 52 million euros for 2026 and this year the scheme has important innovations, as the amount of financing for livestock and beekeeping has been increased and the ceiling on the number of herds that farmers must have to benefit has been halved, which means that there will be more livestock and beekeepers who will benefit, compared to previous years. Meanwhile, the oil scheme will not be applied as in previous years but will be covered through a 10% refund of sales invoices.

On the other hand, as part of the investment scheme, support has also been added with grants of up to 10 thousand euros for young farmers and livestock breeders, for investments in agricultural and livestock farms.

Specifically, referring to the decision, livestock farmers with no less than 5 cows and/or heifers will receive 12 thousand lek/head, for the registered basic herd.

1500 lek/head will be provided for the registered basic herd for each farmer with no less than 50 heads of sheep/goats. For the portion over 300 (three hundred) heads, the benefit amount is reduced by 50%.

The scheme finances 2 thousand lek per hive, per applicant, with no less than 25 hives. For the part over 150 hives, the benefit amount is reduced by 50%. For the first time, support has been introduced for registered sows and/or pre-sows, in the amount of up to 7 thousand lek/head for applicants with no less than 5 sows and/or pre-sows. For the part over 100 heads, the benefit amount is reduced by 50%.

Another innovation is the financing of 100 euros per hectare for an area planted with agricultural crops, with no less than 3 hectares.

The scheme also finances for the first time the biological control of vegetable pests up to 70% of the total value of tax invoices, for the purchase of biological materials, including beneficial insects, but not more than 40 thousand lek per dunym, in the case of two plantings per year.

Organic farms will continue to be financed up to 300 thousand lek, as well as the implementation and global GAP certification, including covering the costs of product analysis in vegetables, fruits, grapes, olives, citrus fruits and other certifiable agricultural crops, at the rate of 50% of the total value of the tax invoice.

The government has determined that 2.5 billion lek from the total fund will go to the investment scheme, which includes support for young farmers, as well as financing for the construction/reconstruction of stables and/or equipment to improve conditions. The benefit amount is 70% of the value of tax invoices, but not more than 3 million lek per entity.

For equipment, machinery and agricultural tools for the mechanization and modernization of work processes on agricultural and livestock farms, the benefit amount is 50% of the value of tax invoices, but not more than 500 thousand lek per entity and not less than 50 thousand lek per entity.

When the requests that have met the criteria are higher than the funds made available, then the funds are divided proportionally. 

Beneficiaries of support measures from the Agriculture and Rural Development Program Fund are individual farmers, natural persons, legal entities and agricultural cooperation societies (ACS).
