The CEC spent 2.96 billion lek in 2025 - The funds covered the parliamentary and partial elections
The Central Election Commission has submitted to the Parliament the report for 2025. The analysis of this document shows that the election year brought a significant expansion of the fund available to the institution. For the program “General and Local Elections”, the initial annual plan was 145.9 million lek, while the revised budget reached 3.56 billion lek. The budget execution for the 12 months of the year went to 2.96 billion lek, or 83% of the planned fund.
According to the report, this increase came after the decisions of the Council of Ministers to increase funds in the CEC budget. With a DCM of January 2025, the institution was allocated 2.5 billion lek, while with a DCM of March another 927.2 million lek were added, both for the organization of the Assembly elections. Then, through a normative act in October, capital expenditures were reduced by 11.9 million lek. The CEC emphasizes that these funds were used not only to cover the parliamentary election process, but also to organize partial elections in 5 municipalities of the country.
This shows that the election year funds covered more than one election process within the same year. The report states that the main weight went to current expenses. For the “General and Local Elections” program, 3.387 billion lek were planned in this item and 2.799 billion lek, or 83%, were realized. Meanwhile, 299.3 million lek were planned for personnel expenses and 275.8 million lek, or 92%, were realized. The report explains that these funds include salaries and social security for 475 temporary employees.
On the other hand, capital expenditures have a more limited weight, as 162.1 million lekë were planned with internal financing and were realized at the rate of 95%, or 153.9 million lekë, while those with foreign financing were planned and fully realized at the amount of 11.9 million lekë. At the level of the institution's revised budget, it results that 90% of the funds belong to the electoral program, while 10% belong to the administration program.
