Car inspection, rules change - Technical inspection after change of owner. Info from the EU on km and accident history

After each change of ownership of the vehicle, a technical inspection will be carried out. The changes are foreseen in an instruction of the Ministry of Infrastructure and Energy that has been published in the Official Gazette, but which will start to be implemented from December 1, 2026.
According to him, regardless of the date of the last technical inspection of the vehicle, the relevant competent authority may require it to undergo a technical inspection before the relevant frequency when the holder of the vehicle registration certificate has changed. Likewise, this inspection may also be required in cases where the vehicle has completed 160,000 km.
In parallel, the directive also includes new provisions regarding the exchange of information with European Union countries. According to them, “the competent authority shall, where applicable, use the European Commission platform for the exchange of information on roadworthiness certificates and odometer readings between the competent authorities of EU Member States.”
Also, control centre inspectors, vehicle owners and accident investigators, if applicable, can obtain information from other electronic platforms of the European Commission on the accident history of the vehicle and other information on the safety aspects of the vehicle components that have been involved in accidents.
The directive also provides for other changes, bringing about a significant reformatting of the categorization of assets, aiming for full alignment with European Union legislation.
