According to INSTAT, in the country only 51% of individuals up to the age of 24 who have graduated from high school are part of the labor market.

"It can be considered a paradox to have an unemployment rate of 10.7% and, on the other hand, a labor shortage that has occasionally led to the hiring of workers abroad. Why does this phenomenon occur in Albania?"
On the other hand, the youth employment rate has been declining. According to INSTAT figures, (Graph 1) the youth labor force participation rate has decreased to 27.7% from 30.1%.
