About 45% of EU money for justice - What do the 3 operational programs under IPA III include?
Through IPA III (2021-2027), Albania benefits in total from 524.8 million euros, less than with IPA II that was implemented in the period 2014-2020. The majority of these pre-accession funds distributed by the European Union, i.e. around 45%, go to the rule of law, fundamental rights and democracy. Meanwhile, around 15% of the funds are dedicated to good governance, strategic communication and the alignment of Albanian legislation with that of the European Union. Only 22% are dedicated to other themes, which include connectivity, competitiveness and environmental sustainability.
With the ratification of the 3 operational programs under IPA III, Albania and the European Union will realize joint investments of 186.4 million euros.
The main objectives of the Operational Program for Economy and Society are the modernization of digital infrastructure and the full digitalization of Albania by 2030.
On the other hand, the Operational Programme for Energy will contribute to increasing energy efficiency and reducing energy consumption through activities such as energy audits and implementing energy efficiency measures in public buildings, energy assessment activities and implementing energy efficiency measures in the water supply sector.
The Youth Employment Operational Programme aims to increase the employment, education and skills of young people.
Meanwhile, the IPA 2024 financial agreement (also part of IPA III) offers a total support package of EUR 67.35 million for several projects. Around EUR 3.85 million is allocated by the EU to support the fight against corruption, EUR 10 million will be allocated to improve local governance and strengthen local economic development, EUR 13 million will be provided to support forestry, EUR 12.5 million to help food security and EUR 28 million designated for the Budget Support Project.
