"EU IPA Funds, Albania Progress in Implementation" - Çano:

Albania has made good progress in implementing the Instrument for Pre-Accession Assistance, IPA III. This was stated by representatives of the European Commission at the IPA Annual Monitoring Committee, which assessed the overall effectiveness and challenges in implementing EU financial assistance during 2024.

The National IPA Coordinator, Eridana Çano, emphasized that IPA has helped us harmonize with the EU acquis, modernize our institutions, build infrastructure, develop human capital, and apply innovation in all areas of public policies.

“We are in the middle of implementing IPA III and we should treat this programming period as crucial, as it is not only the largest and most structured form of EU support to date, but also because it could be its last full cycle before accession. We hope that by the end of this cycle, we will not only have advanced reforms, but also have concluded accession negotiations and also fulfilled the requirements for membership in the European Union by 2027. This is the goal and IPA III is one of our main instruments to get there. With over 425 million euros allocated to Albania under IPA III, the EU remains our largest and most trusted partner. Through IPA, we have invested in justice, public administration, competitiveness, green energy, innovation, agriculture and social inclusion.”

Meanwhile, Deputy Minister of Finance, Andi Mehmeti, stated that the main goal is to ensure that the funds mobilized by the European Union are spent well.

“As I have previously emphasized to all structures under my responsibility, the financial management of the current IPA funds is in a way our test and proof that we are capable and ready to handle large EU funds once we become members. Albania has ratified all three Operational Programmes under IPA III, which have been entrusted to Albania in indirect management. These programmes represent a joint investment of over 186.4 million euros, including EU and national contributions. Notably, Albania has offered a national co-financing rate much higher than the minimum required by the European Commission, 27% compared to the 15% that is the minimum required.”

IPA III has a total budget of more than 14.2 billion euros and the beneficiaries continue to be the six Western Balkan countries and Turkey.
