The majority proposes that Albania be divided into 46 municipalities from the current 61. The Co-Vice-Chairman of the Parliamentary Committee for Administrative-Territorial Reform, Arbjan Mazinku, has explained the main elements that were analyzed and have drawn this conclusion, such as population size, economic strength, history, proximity to other municipalities, etc.

"This is a reform that is being carried out for the benefit of Albanian citizens, so that they have the opportunity to establish institutions for the economic development of the territory they administer. The second element is related to decentralization, the capacity that municipalities have to provide certain services. We have evaluated indices, such as the number of population, budgetary possibilities," explained Mazniku.

Mazniku explained that the reform proposes a new local government scheme, which essentially has the municipality, the city, as an administrative unit, which means that services will once again be provided in the respective city.

"We propose a new scheme, city municipality administrative unit. Each of the cities will have a deputy mayor responsible for the territory who will also have a seat on the municipal council who will exercise his duties in the same building and area and citizens will receive services there," he said.

Referring to the proposal, the revenues collected by the municipality will be divided proportionally between the respective territories of the municipality. The majority proposes the merger of the municipalities of Fushë-Arrëz, Klos, Rrogozhinë, Dimal, Poliçan, Patos, Divjakë, Selenicë, Maliq, Këlcyrë, Memaliaj, Libohëvë, Cërrik, Belsh, Përrenjas.
