Addressing energy poverty/ 2026–2030 plan approved, focus on identifying families and long-term support
For the first time, the government has approved the National Action Plan for Addressing Energy Poverty and Protecting Customers in Need of Electricity for the period 2026–2030. This document aims to create a unified system for identifying and supporting families that fail to meet basic energy needs.
The plan foresees the creation of a national methodology for identifying energy poverty, the establishment of a monitoring system and an operational framework for the protection of customers in need. According to the document, the measures will not be limited to the compensation of energy bills, but will be accompanied by long-term interventions aimed at reducing the causes of energy poverty themselves.
Among the main measures of the plan are the creation of procedures for the identification and registration of affected families, financing from the state budget of support schemes for customers in need, guaranteeing protection from interruptions in electricity supply, as well as ensuring access to universal service under the conditions set by legislation.
Another important pillar is related to investments in energy efficiency. The plan foresees measures to improve the energy performance of housing and the renovation of buildings, with the aim of helping households reduce energy consumption and costs in the long term, without relying solely on financial subsidies.
Energy poverty is widely understood as the inability of households to maintain adequate levels of energy services at an affordable cost.
