Investments in water supply and sewage systems - Internal financing amounts to 11.8 billion lek, 2.51 billion lek from grants and loans

Budgetary support for the water supply and sewage sector is expected to increase during 2026. According to next year's draft budget, domestically financed public investments for this sector amount to 11.8 billion lek, up from 11.3 billion lek that were planned for 2025. This implies an increase of 0.5 billion lek.
In addition to domestic financing, the list of investments also includes projects with foreign financing, through grants and loans, which for 2026 will reach 2.51 billion lek, up from 2.2 billion lek this year. For the coming year, a significant portion of foreign funds will come in the form of grants from international donors. More specifically, 1 billion lek are grants and 1.51 billion lek are loans.
According to the detailed list of capital projects, most of the interventions are a continuation of works initiated in recent years, including network rehabilitation, drilling, construction of new lines, depots, pumping plants and improvements in urban and rural areas. A series of new projects have been included in the list for 2026, but for most of them the financial projections still remain low, completely focused on the launch of procedures and studies.
The accompanying report of the draft budget emphasizes that expanding access to drinking water supply, reducing network losses and increasing supply hours remain the government's main objectives for the sector. To achieve these goals, in addition to physical investments, it is planned to continue the restructuring of water supply and sewage companies, through standardization of governance and strengthening the financial performance of local operators.
