Public debt on the rise, but easier for the economy - In 2026 it will increase

Albania's public debt is expected to increase by 25 billion lek during 2026, according to projections published in the draft law for next year's budget. Official data shows that the total debt will reach 2.6 trillion lek, compared to 2.58 trillion at the beginning of 2025.

The increase comes as a result of an increase in domestic debt by 15 billion lek, external debt by 5 billion, and state-guaranteed instruments by another 5 billion. But contrary to what it may seem, this increase does not automatically translate into a heavier burden on the economy.

The Ministry of Finance emphasizes that, although the debt increases in absolute value, it will decrease in relation to Gross Domestic Product. This is because the Albanian economy is expected to grow faster than the debt. In simple terms, the debt will be larger in numbers, but will represent a smaller part of the economy.

The level of public debt in relation to GDP at the end of 2026 is expected to decrease to around 53.6%, while at the end of 2025 it is planned to be at the level of 54.1%.

This ratio is important to understand whether the debt is sustainable. If the economy grows, then even a higher debt can be managed more easily. Balancing is only useful if economic growth is real and sustainable. Otherwise, debt can become a pressure on the budget and public finances.

New borrowing in the domestic market is expected to be realized mainly through long-term government securities, while foreign borrowing is expected to be realized mainly through the disbursement of loans that finance the implementation of priority government projects, as well as the disbursement of budget support, the procedures and preconditions of which may be fulfilled during 2026.
