All administrative measures imposed from January 1, 2015 to November 30, 2024, in rural areas by the local territory protection inspectorates, the Central Territory Protection Inspectorate, the National Food Authority and the Rural Health Inspectorate throughout the country will be cancelled. It is about those measures which continue to remain in the execution process for a decade.

The initiative of the socialist deputy Erion Braçe was discussed in the parliamentary committees and received the agreement of the government. 

It is about interventions in residential houses in rural areas, interventions in stables, greenhouses, premises and warehouse buildings not for residential purpose and use but for collection points, agricultural/livestock activity.

"The administrative measures that have been put in place at the time of the pandemic in reference to the adjustments that were made. They have not been executed so far, they may be in legal proceedings, it is good that those fines that have been imposed are cancelled. And the third element has to do with those fines that were made by AKU and that are related to work processes in the countryside, agricultural production. So for two elements we clearly focus on rural areas with the proposal to expand urban areas only for the purposes of rural housing, while the covid measures extend to the entire territory".

"It expresses our agreement in principle with regard to the approval of this draft law, it requires the repeal of some unexecuted measures by various inspectorates, with a special focus on intervention in residential premises and agricultural processes".

But despite the agreement on this initiative, the opposition has asked for its expansion in areas that de facto belong to the municipalities, but which are rural activities.

With this draft law, we include some and leave some out, the fines that remained uncollected, especially those of the AKU, are left-wing subjects. When we say rural areas, you know that there are rural areas and in the city. Oh, we will do it for everyone, extend the step to the mini-rural areas within the city. There are also those who have been convicted.

It is also intended to facilitate the procedures of permits and documentation for a typology of constructions that are necessary in rural areas, in particular the object of activity is the improvement of residential houses in rural areas as well as objects for the purposes of agricultural activity.
