Currently, Albania has 10.677 billion euros of external debt. The latest data from the Bank of Albania show that the stock of gross external debt expanded by 535.5 million euros in the first quarter of 2025.

According to official statistics, external debt has increased by 5.3% in the period January-March. At the same time, the effect of the estimated exchange rate of the euro against the constituent currencies in the designation of Albania's liabilities to the world is estimated to be negative at around -83 million euros, and other changes from reclassification are estimated to be positive, respectively at around 500 thousand euros.

About 88% of the debt is long-term, while 12% is short-term. Public debt has expanded into long-term liabilities, as a result of the issuance of Eurobonds. In February of this year, the Ministry of Finance issued a Eurobond of 650 million euros. Its issuance affected the increase in external public debt, thus making the largest contribution to the increase in gross external debt.

In terms of long-term external debt by instrument, loans continue to dominate at 45% of the total. On the other hand, financial instruments in the form of currency and deposits, as well as trade credits and advances account for 31% and 49% of the short-term debt stock, respectively.

At the end of March, gross external debt was at 41.5% of Gross Domestic Product (GDP), the same as at the end of 2024.
