While the law "On Energy Performance in Buildings" requires the massive reconstruction of existing buildings, 2023 Census data shows that Gjirokastra has the highest percentage of housing built before 2000.

Housing built in this region before this period accounts for 83% of the total. Also, data shows that regions such as Dibra, Korça, Berat, Kukës and Shkodra have a high percentage of housing built before 2000. The share of housing over 25 years old in these regions ranges from 70% for Shkodra to 82% for Dibra.

Meanwhile, the most urbanized regions such as Tirana and Durrës have the lowest share of housing built before 2000, with 51% and 56.8% respectively.

The residential sector has a significant impact on the environment. The impacts come as a result of the energy consumption of housing followed by emissions into the air, as well as the use of natural resources for energy, such as water or forests.

According to a study by the environmental organization All Green Centre, not only buildings built before 1990, but also those built later, which have major problems related to the quality of architectural elements of the envelopes, such as: the presence of thermal bridges, humidity, lack of acoustic and thermal insulation, are in urgent need of improvement interventions in the quality of construction.

This, as the lack of thermal insulation in external architectural elements, the poor technological quality of the architectural elements in use, and low-quality mass construction, is closely related to the loss of internal thermal energy, increasing the need for internal heating and, consequently, increasing the negative impact on energy costs or air pollution.
