"Energy efficiency, at the forefront" - New law requires public

The Ministry of Infrastructure and Energy has issued for public consultation the draft law "On Energy Efficiency", an initiative that aims to change the way energy is consumed in sectors such as: transport, water supply and sanitation, buildings, industry, agriculture or infrastructure and communication and information technologies.

The draft provides for mandatory annual targets for reducing consumption, while setting the state administration as an example for the entire country.

According to the draft law, starting in 2027, all public institutions, central and local, must reduce final energy consumption by at least 1% each year, compared to the 2021 baseline. For this, every public building must switch to a new system for monitoring, reporting and managing energy consumption.

At the heart of the law is the concept of “efficiency first”, where every investment, procurement or project of the administration will have to assess the energy performance throughout the life cycle of equipment and buildings. Products purchased with public funds, from lighting, to heating, electronic devices and vehicles, must meet the highest efficiency standards.

As in the current law, local government units are required to draft specific energy efficiency action plans, which must be consulted with the relevant ministry and civil society before being approved by municipal councils. Each municipality must have at least one certified energy manager, who will oversee saving measures in all public buildings, street lighting, water supply and high-consumption services.

The new draft law, which repeals the existing 2015 law, aims to align Albania with the latest European Union directives on energy efficiency and will serve as the basis for major investments in public buildings, turning them into an example of the green transformation also required by the private sector.
