Violence against women, focus on economic empowerment - New draft, for public

The new draft submitted for public consultation "On the prevention and protection against violence against women and domestic violence", a document that, in addition to legal protection, brings a new approach to the economic independence of victims.

For the first time, the bill recognizes economic violence as a specific form of abuse, defining it as any action that restricts a person’s right to work, earn an income, manage property or ensure an independent living. This places the financial aspect at the heart of the debate on violence against women, showing that economic dependence is often one of the reasons that keeps the victim in abusive relationships.

The draft law also foresees the establishment of a coordinated network of services, including municipalities, social centers, civil society organizations and justice institutions. Victims will be entitled to emergency shelter, psychosocial assistance and free legal assistance, while children involved in cases of violence will be treated as direct victims.

These measures mean new public funds in local and state budgets, as well as new employment opportunities for social workers, psychologists and lawyers who will be included in the protection mechanisms. Experts emphasize that the cost of inaction is much higher: violence against women leads to loss of productivity, increased spending on health and social assistance, as well as a direct impact on the country's economic development.

In this way, the draft law aims not only to protect, but also to economically empower women, linking gender equality to sustainable development and the well-being of society.

Meanwhile, for the misuse of intimate images without consent, the violence of digital stalking facilitated by technology, and digital hate speech facilitated by technology, AKEP imposes an administrative fine of 50,000 to 500,000 lek for every 24 hours of delay, if this measure has been imposed by the court.
