The government has "fundamentally" changed the law on hunting in Albania, defining new conditions and criteria, a clear and transparent basis, that regulates this activity, with the aim of guaranteeing and protecting biodiversity and respecting the principles of sustainable development.

The draft law submitted for discussion in parliamentary committees foresees the strengthening of administrative measures and the implementation of harsh penalties for violations of the rules to avoid abuses, while stipulating that hunting can only be carried out after obtaining the relevant and valid permit.

Specifically, fines with the new legal changes start from 2 thousand euros to 13 thousand euros depending on the violation, such as hunting wild animals that are not on the list of species subject to hunting; Hunting in prohibited areas; Hunting without a hunting permit from the hunter; Prohibited actions in hunting; Hunting with weapons; Illegal trade in animal skins, etc.

Also, in the proposed draft law, the previous competencies of the former forestry service directorates will be transferred to the structures responsible for hunting within the local self-government units, based on the factor of proximity in the territory to the hunting areas, the possibility of continuous monitoring and controls.

Hunting areas are another important issue for reassessment, where hunting will only be practiced in permitted areas and, ideally, be part of breeding reserves, of which 50 ha of breeding area and 500 or 1000 ha of hunting area are given for use.

Hunting areas can be leased to private entities through a competitive procedure and for a period of no more than 10 years. This is because, according to experts in the field of hunting, it takes at least 5 years to prepare the game. The natural or legal entity will also be the manager of the area.

These areas should be under continuous monitoring by the relevant structures in the local government units and by the inspectorate, in accordance with the legislation in force on inspection. The local government should draft a management plan and an annual plan for the use of wild fauna species, the object of hunting, the area manager drafts a business plan and fauna breeding, in order to make the practice of hunting easier to manage and control.
