Energy deposits, for the first time in Albanian law - New element in the system,

For the first time, Albanian legislation will recognize and regulate the concept of "energy storage" as a new element in the country's electricity system.

The legal amendments, issued for public consultation by the Ministry of Infrastructure and Energy, define storage as a way to postpone the use of electricity to a later time, through physical or chemical methods, including the transformation of electricity into another form of energy that can be stored.

The new law paves the way for the licensing of entities in energy storage, requiring that any natural or legal person operating energy storage facilities be licensed by the Energy Regulatory Authority. These operators will have the right to operate, develop and own storage facilities, sell electricity and provide ancillary services to the market. They will also have the right to connect their structures to the distribution and transmission network, by paying the relevant tariffs approved by the ERE.

Energy storage is considered essential for a modern, sustainable and efficient energy system. This is for several reasons, starting from balancing production and consumption, to reducing costs. More specifically, since electricity is produced in real time, but demand and production are not always synchronized, storage allows for the storage of energy when there is a surplus, for example during hours of high sunshine or wind, and its use when there is a shortage or high demand. Also, by storing energy when it is cheaper, such as at night, and using it when the price is high, consumers and operators can significantly reduce energy costs. Energy storage also increases security of supply, as well as helping to reduce Carbon Dioxide emissions.
