Railway budget, 91% realization - Report / Foreign financing went to Tirana-Durrës-Rinas and Rrogozhina-Pogradec

The budget program "Railway Transport" for 2025 presents a high level of implementation, reflecting progress in the implementation of projects in this sector. According to the data of the monitoring report of the Ministry of Infrastructure and Energy, current expenditures have been implemented at a rate of 100%, while capital expenditures, including investments, have reached 97% for domestic financing and 91% for foreign financing.
In total, during 2025, 3.4 billion lek were spent on this budget program, most of which includes foreign-financed investments.
In absolute terms, domestically financed capital expenditures amount to around 510 million lekë, marking a full implementation compared to the revised plan and a significant improvement from 2024, when implementation was only 75%. These funds were used mainly for design studies, maintenance and renovation of the railway infrastructure, as well as for covering VAT for foreign projects.
Meanwhile, foreign-financed investments have reached around 2.38 billion lekë, with a realization of 91%, significantly higher compared to 2024, when the implementation level was only 32%. This increase is related to the advancement of the rehabilitation of the Tirana - Durrës-Rinas railway line, the construction of station buildings for this line, as well as the drafting of the detailed project of the Rrogozhinë - Pogradec railway.
