Budget and fiscal package, in the Assembly - 8.9 billion euros for 2026,

The Albanian Parliament discusses the 2026 draft budget, article by article, as well as the draft laws of the fiscal package, to pave the way for their approval and subsequent entry into force.

The 2026 budget is the highest ever allocated at around 887 billion lek or 8.9 billion euros. Referring to the most important state document, for the next year as well, priority sectors such as health and social protection, infrastructure and energy, education, and the army will be among the most funded.

Planned revenues amount to 823 billion lek, or about 8.3 billion euros, while the budget deficit is projected at 63 billion lek.

A special focus in the budget is on social policies. The government predicts a significant increase in social spending for 2026. 100 million euros will be allocated to increase pensions under the new scheme, while 135 million euros will go to reimbursement of medications.

Regarding fiscal laws, some of the most important changes that will come into effect starting from January 1, 2026, are the revaluation of assets with a tax rate of 5%, the fiscal peace package, which provides for the cancellation of old obligations for businesses under several schemes and the possibility of paying newer obligations in installments. Also, the VAT refund of 10% for farmers for the total invoices from the sales of products to collectors, as well as some changes regarding the local tax system and the income tax law.
