The Director General of Taxes, Ilir Binaj, stated that the 10% VAT refund scheme for farmers is developing normally, while the number of applications is expected to increase thanks to the information campaign and training that the tax administration is conducting throughout the country.

At the joint press conference with the Minister of Finance, Petrit Malaj, and the Director General of Customs, Besmir Beja, regarding the results of the first 6 months of the year, Binaj said that "the process has been normal. We have about 100 thousand farmers in the system, but only 10 thousand have been active with invoices. From our current assessment, the potential for reimbursement is about 15 million euros. More or less the same was also the forecast made in the budget, which shows that the planning has been correct."

According to Binaj, the tax administration is working intensively to inform farmers and guide them through the application process.

"We are organizing trainings in many regions of the country. We started in Lushnja, as the number of applications in Lushnja and Fier was very high, around 1,500. Today we are in Shkodra, then we will continue in Berat, Korça and other regions, to listen to the problems of farmers and to inform them about the application process," he said.

Binaj emphasized that the procedure is simple and carried out entirely electronically.

"The application is very simple. It can be done from a phone or tablet, without the need for paper documents. The farmer selects the invoice and it is immediately transferred to our system. The problems we have encountered so far have been minor and mainly related to information," he said.

He explained that in some cases, technical problems related to updating the economic activity codes of collectors have also been identified.

"Collectors often have several activity objects and in the system they may appear, for example, as builders, while in reality they are collectors. They may have been builders years ago. Therefore, code updates must be made so that the system can identify them as collectors and invoices can be displayed to farmers," he explained.

The Director General of Taxes announced that so far, around 2,400 farmers have applied, while the value of refund requests has reached around 5.9 million euros.

"From the beginning of August, direct payments will begin to the bank accounts that farmers have declared in our system," said Binaj.
