Belsh Solar Power Plant - 50 MWp Plant from KESH, contract for support services

The European Bank for Reconstruction and Development has signed a contract for the provision of support services for the Belsh photovoltaic park, marking another step in the investment progress of the Albanian Power Corporation. The contract relates to technical assistance for the implementation of the project and not to the construction of the solar power plant itself, the procedure for which has not yet been opened.

According to the announcement published on the EBRD's electronic procurement portal, the consultant will support KESH in the establishment and functioning of the Project Implementation Unit, the development of procurement procedures, the supervision of contracts, the fulfillment of obligations to financiers, as well as the monitoring of environmental and social standards during the implementation of the investment.

Meanwhile, the main tender for the design, construction and commissioning of the 50 MWp photovoltaic park in Belsh is still pending.

The Belsh photovoltaic park project has a total value of around 41.7 million euros. The financing is supported by a sovereign loan of 30 million euros from the EBRD, a grant of 9.25 million euros from the Western Balkans Investment Framework, while the rest is financed by KESH.

The plant aims to increase KESH's generation capacities, diversifying domestic energy production, which relies mainly on hydropower plants. According to the project documents, the energy produced will be used to fulfill the Public Service Obligation, while the park's output is expected to represent around 1% of the national annual electricity production.
