ALPEX, 3 years since the start of operations - Albania-Kosovo energy market, more volumes and listed companies

Nearly 3 years after its launch, the Albanian Electricity Exchange, ALPEX, is showing signs of consolidation and increased trading activity. Data for 2025 show a significant expansion in the volume of traded energy, as well as an increase in the participation of companies on both sides of the Albania-Kosovo border.
According to data processed by TV SCAN, during 2025, around 1.95 million MWh of energy was traded on ALPEX, up from 1.25 million MWh in 2024, marking an increase of approximately 56% on an annual basis. Of this amount, 51% belongs to the Albanian bidding zone, while the rest belongs to Kosovo, which indicates an almost equal balance of volumes between the two combined markets.
Currently, 41 companies operate in the day-ahead market, of which 15 are from Kosovo. Meanwhile, 28 companies are active in the intraday market, 12 of them originating from Kosovo. These figures show that the unification of the markets has brought about a significant increase in regional interaction and an expansion of the base of actors operating through the exchange.
However, according to the latest Energy Community report in 2024, the energy traded on the day-ahead market in Albania accounted for approximately 12% of final electricity consumption. Meanwhile, the maximum and minimum clearing prices are fully harmonized with the reference prices set by the Agency for the Cooperation of Energy Regulators.
The day-ahead market has been operational since April 2023, and in January 2024 it merged with the Kosovo market. Following this step, supplementary regional intraday auctions were launched in December 2024, while the continuous intraday market is still awaiting launch. Its operation presents a number of advantages, related to competitive prices, and provides a transparent price signal for energy investments.
