AAPSK expands social projects, other confiscated assets serve the rehabilitation

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) further expands social reuse projects, as part of its mission to return seized and confiscated assets to the service of the community, through collaborations with organizations with special contributions in the field of human rights protection.

Recently, AAPSK has signed a new loan contract with the organization "Different & Equal", for the provision of a confiscated facility, with the aim of using it for social services.

According to the contract, the facility will be used for the rehabilitation and reintegration of victims of trafficking, one of the organization's most important causes, in accordance with the Decision of the Inter-institutional Committee for Measures against Organized Crime, dated 06.11.2025, for the transfer of this property to free use.

This new partnership constitutes another important step in AAPSK's vision for the social reuse of seized and confiscated assets, transforming it into a concrete support mechanism for victims of trafficking, vulnerable individuals and groups, social and community projects, as well as rehabilitation and reintegration programs.

Under the leadership of Chief Administrator Risena Xhaja, AAPSK is significantly expanding cooperation with local and international organizations, as part of a broad program oriented towards increasing transparency in the administration of seized and confiscated assets, increasing the effectiveness of the social reuse of these assets, creating real opportunities for community and social services, as well as strengthening organized crime prevention policies through the return of assets to public use.

The contract signed with "Different & Equal" is a clear example of this approach: a facility that was once part of criminal activity is now being transformed into a space that provides shelter, care, and support for people in need.

The new project is expected to have a concrete impact on strengthening social protection capacities, integrating victims of trafficking into society, increasing the infrastructure of specialized centers that provide psychological, social and professional support, as well as implementing Albania's commitments in the field of human rights and the fight against human trafficking.

The contract clearly states that the destination of the facility is exclusively rehabilitation and reintegration and cannot be changed without the prior approval of the AAPSK, guaranteeing the preservation of its social purpose.

The signing of this contract comes within the framework of other initiatives undertaken by AAPSK, which during 2025 has expanded collaborations with civil society organizations, state institutions, social and educational programs, and high-value community projects.

This model of social reuse of confiscated assets is consistent with European best practices, turning organized crime assets into instruments for social development, integration and protection of vulnerable groups.
