Do foreigners pay more for property in Albania? Investropa: The price can often increase by up to 10%

Foreigners are becoming increasingly present in the real estate market in Albania. According to data from the Bank of Albania and Real Estate, a portion of property sales were made by non-resident buyers, making this category an important segment of the market. For this reason, many real estate agents, developers and notaries in the country have gained experience in handling transactions with international buyers.
However, according to the Investropa study and survey, some foreigners report feeling treated differently during the price negotiation phase. In areas with high tourist demand, such as Saranda and along the Albanian Riviera, sellers often set higher starting prices for foreign buyers.
On the other hand, many also highlight positive experiences during the purchase process. According to international buyers' feedback, the hospitality of local professionals and the relatively simple notary procedure compared to more bureaucratic Mediterranean countries are among the most appreciated aspects of the process.
The data also shows that in some hot markets, such as central Tirana and Saranda, foreigners can pay around 5% to 10% more than locals for similar properties. For an apartment worth 150 thousand euros, this difference can translate into around 7,500 to 15,000 euros extra.
Meanwhile, this difference is not only related to the fact that the buyer is foreign. It often results from distance negotiations, the concentration of foreign buyers in turnkey or sea-view properties that already have higher prices, as well as more limited access to off-market deals, which locals often learn about through personal networks.
