Në Konsultimet Publike është publikuar Strategjia e Rinovimit të Stokut të Ndërtesave ku synohet ndërhyrja në funksion të rritjes së efiçencës së energjisë elektrike.
Ish zv.ministri i Infrastrukturës dhe Energjisë Gjergj Simaku shprehet se duhet të ketë një bibliotekë të dhënat që muret ekzistuese, dritaret dhe dyert të jenë të certifikuara për të llogaritur performancën.
“Ajo që shoh si problem se si do kryhet rinovimi është pak a shumë mungesa e rregullave, që do të thotë, ne sot para se të bëjmë izolimin termik të një ndërtese nuk kemi muratura të certifikuara për të thënë e kishim 15 cm, dhe tani do i vendosim një shtresë izoluese, ose shtresën kapot. Çfarë shtrese kapot duhet të vendosim në Tiranë, në Korçë, në Shkodër, në Vlorë. Kjo është për t’u diskutuar. Ne kemi dritaret, edhe sot e kësaj dite, ndërmarrjet që prodhojnë dritare nuk ta japin me një certifikatë.”
Por ndërtimet e reja, sa zbatojnë ruajtjen e efiçencës së energjisë elektrike?
“Ndërtiemt e reja e kanë prioritet izolimin termik, dritaret dher dyert janë shumë më të mira se më përpara. Izolimi i jashtëm i është jashtëzakonisht i mirë.”
Sipas Simakut cilësia e ndërtimeve të reja është rritur, por duhen rregulla të qarta me qëllim izolimin termik etj.
