5 cubic meters of water per month for free for families in need - 31 million lek

Around 31 million lek is the amount spent during 2024 to compensate for the minimum vital amount of water for families in need. According to data from the Water Regulatory Authority, each of the families has benefited from 5 m³ of water per month for free, while the money has been transferred to water supply and sewage companies as a subsidy from the state budget.

 The value received for the vulnerable groups that has been applied to the 14 regional companies and to the water supply companies of Tirana and Vora. Kamza has not received subsidies for this category.

Meanwhile, according to estimates made by the WRA, in most WSS companies, the subsidy received covers a very low percentage of the theoretical financial need to support the basic consumption of families in need.

"In some cases, this coverage ranges from 1% to 4%, while only in a few cases does it exceed this level," - it is stated, among other things, in the Performance Report of water supply and sewage companies, published by this department.

The coverage of 5 m³/month of water for families in need began to be applied after the approval of a guideline by the Ministry of Infrastructure and Energy on the use of subsidies received by Water Supply and Sewerage Companies from the state for the year 2024. 

The instruction specified only 2 priorities for the use of budget funds, which were the settlement of electricity bills and the compensation of the minimum vital amount of water for families in need.
