3.9 billion lek for road transport in 4 months - Budget execution, how the money

Expenditures on road transport reached almost 3.9 billion lek during the first 4 months of 2025, marking a higher realization in nominal value, but lower in percentage compared to the same period last year.   

According to data from the Budget Monitoring Report, published by the Ministry of Infrastructure and Energy, the realization of capital expenditures with internal financing of the program for the first 4 months of 2025, has a realization of 2.9 billion lek or 11% of the plan, while during the period January - April 2024, the realization was 16% of the unfunded funds.

Capital expenditures with internal financing of the program are carried out by the Ministry of Infrastructure and Energy, with a capital expenditure plan of 5.7 billion lek for concessional road infrastructure projects, by the Albanian Road Authority with a capital expenditure plan of 20.4 billion lek for the implementation of infrastructure projects, and by the Tirana Institute of Transport Studies, with a capital expenditure plan of 3 million lek.

Meanwhile, the realization of capital expenditures with foreign financing this year has a lower realization in nominal value and in % compared to the reference period of 2024. Expenditures for the first 4 months result in 364 million lek or 10% of the plan.

These expenses are also incurred by the Albanian Road Authority for several projects, such as the construction of the Qukës - Qafë Plloçë road segment, the Tirana bypass, the improvement and rehabilitation of bridges, as well as design studies for the Vjosa Bridge, Beshir, etc.

The rest of the road transport expenses went to salaries or other current expenses, with a value of 631.4 million lek.
