Obligation to self-declare the address of the residence in e-Albania - Published in the official gazette and the government decision enters into force
Starting today, citizens with residence or place of residence in the territory of the Republic of Albania must declare, change or clarify their residence or place of residence electronically (on-line), on the government portal "e-Albania". Everything is done by uploading the property ownership document, the rental, loan, use contract or any other legal document that proves their residence or place of residence at the declared address.
Referring to the government decision published in the Official Gazette, which has already entered into force, the citizen who wishes to reside in an existing family, submits the request electronically (on-line), through the government portal "e-Albania". This request must be confirmed by the head of the host family on the government portal "e-Albania", respecting the housing standards, approved by the legislation in force.
The documents uploaded by the citizen to the electronic service on the government portal “e-Albania” are stored in the database of the National Civil Status Registry. The declaration, change, or clarification of the place of residence, at the request of the head of the family, is reflected simultaneously for all other family members. The adult family member, who wishes to change the place of residence, must first complete the procedure of separation from the family.
All members of a family must have the same residential address, which meets all the elements of the address, according to the provisions provided by the legislation on the address system in the Republic of Albania. For citizens who serve their sentence in institutions for the execution of criminal decisions, or stay in detention institutions awaiting a court decision for more than 3 (three) months and citizens who stay continuously in health institutions for long-term medical treatment and when the stay in these institutions lasts more than 3 (three) months, the responsible institution must submit, within 48 (forty-eight) hours from the completion of the above deadline, to the civil registry office, which has the territorial jurisdiction of the relevant institution, a list of their names, which must contain the name, surname and personal number.
When the stay of citizens in one of the above institutions ends, the relevant institution notifies the civil registry office, which has territorial jurisdiction, regarding this fact, within 5 (five) days.
Civil registry offices in municipalities/administrative units, in the event that they determine that there are deficiencies in the documentation for the declaration, change, or clarification of the place of residence or place of stay, notify citizens within 24 (twenty-four) hours to complete the documentation through the government portal "e-Albania".
The completion of the documentation required by the civil registry office is done by citizens within 3 (three) days from the notification.
