Which sectors are making the most money? - Transport and trade are growing, production is falling
Businesses operating in the country have paid nearly 285 million euros in profit tax during the period January-May 2025.
Compared to the same period a year ago, the increase is recorded at approximately 9 million euros or 3.3%, which shows that businesses have earned more. However, referring to the revenue planning for this period, the state coffers result in 18 million euros less or -5.9%.
But which sectors have performed better by circulating and consequently earning more money during this period?
The data reflected in the mid-year report on the implementation of the 2025 state budget show that the transport sector had the highest growth with approximately 34%, followed by the trade sector with a 20% increase. The services sector has grown by 13%, the construction sector by 12%. While despite these, only the manufacturing sector has performed negatively, which marks a decrease of 23% compared to the previous year.
However, if we analyze the figures in absolute terms, from the total profit tax paid during this period, the services sector has the highest contribution to budget revenues with approximately 86 million euros paid in the form of profit tax installments, followed by the trade sector with approximately 77 million euros. The manufacturing sector has paid approximately 72 million euros in 5 months, the construction sector has paid 40 million euros and the transport sector has paid approximately 11 million euros.
According to tax administration data, there are currently approximately 16,000 enterprises across the country that pay profit tax, as small businesses with a turnover of 0-14 million lek are exempt. The profit tax rate for taxpayers with annual income over 14 million lek is applied at 15% of taxable profit.
This year, a progressive income tax rate of 15-23% will be applied to the self-employed category, if they have fewer than three clients.
Currently, the profit tax accounts for 24.2% of annual tax revenues, ranking third in terms of its weight in the budget, after VAT and Personal Income Tax.
