Kosovo without an Assembly, millions of euros pending - The country could

Kosovo risks falling behind in the race for millions of euros from the European Union, while its neighbors have already started to benefit. The political deadlock following parliamentary elections is costing the country millions of euros from the EU's Growth Plan for the Western Balkans.

The 6 billion euro package was approved at the end of 2023. The plans were for their distribution to begin at the end of last year, but it was postponed for several months.

On June 21, Serbia became the latest country - after North Macedonia, Albania and Montenegro - to announce that it has received its first funding from the EU, worth 51.66 million euros.

In Kosovo, the problem is that the country does not have an Assembly constituted to ratify the agreement necessary to obtain the funds. Such agreements have the character of international agreements, therefore they must be ratified in the Assembly by a two-thirds vote. Despite dozens of attempts, the deputies have not managed to constitute the Assembly.

From the Growth Plan, which covers the period from 2024 to 2027, Kosovo could benefit from over 880 million euros. Over 250 million will be provided as non-repayable grants, while the rest will be in the form of soft loans.

The 7% pre-financing, which has already been given to the 4 Balkan countries, amounts to around 61 million euros for Kosovo. The financing aims to bring the 6 Balkan economies closer to the EU, where all of them aim to join.
