The European Commission has promised an action plan for the steel industry, to be launched in mid-March, days after US President Donald Trump's tariffs against the sector are scheduled to take effect.

The Commission will publish an action plan to deal with unfair trade measures imposed on the steel sector by international competitors and will review import limits, imposed during the trade conflict that began during the last Trump administration, which are due to expire in June 2026.

"European steel producers are at a crossroads," said Commission President Ursula von der Leyen during a meeting with industry representatives, "facing the challenges of necessary decarbonisation and unfair global competition." She said the Commission aims to present a plan to help the sector "thrive globally," adding: "We will join forces to create a strong business case for steel made in Europe."

The action plan is scheduled to be presented on March 19, just days after the effective date of Donald Trump's 25% tariffs on steel and aluminum imports into the US.

The Commission has promised to respond "firmly" and "immediately" to the US measures. A list of US products that will be targeted by European countermeasures has already been drawn up. The next step will be "a political decision", another EU official stressed, saying that the issue is being handled directly by von der Leyen's cabinet.

The Commission promised to review safeguard measures restricting steel imports into the bloc, which have been revised several times since 2018, but cannot be extended for more than eight years.

In June 2024, the body decided to renew these measures again, citing global overcapacities, particularly stemming from China, which were spilling over into the European market. The measures at that time did not target steel imports to the US, as the trade conflicts instigated by Trump were halted during the Biden presidency.

The European sector is now not only concerned about the “nearly four million tons of EU steel exports going to the US every year,” which will be hit by US tariffs. The concern also comes about the 27 million tons of global imports going to the US from other countries, which will now be diverted to open markets.

Beyond the review of safeguards, the Commission's action plan will also address other challenges facing the sector, such as high energy costs and green production methods.
