Italy plans measures against online platforms - Tax on low-value packages. Aims

Italy plans to introduce a tax on low-value postal packages coming from abroad as part of measures to protect the fashion industry from cheap imports, mainly from China. The initiative targets online platforms such as Shein and Temu.

The Industry Ministry announced that the measures will come into effect by the end of this year. Italy's ruling parties plan to apply the tax to shipments worth less than 150 euros, in line with a proposal being discussed at the EU level.

The Ministry of Economy called for a faster implementation of the expanded European tax, emphasizing that it should enter into force in 2026 and not in 2028 as currently planned. Official sources emphasized the need for strong and fast European rules to stop foreign aggression that is invading the market with cheap and uncontrolled products.

EU customs authorities handled around 4.6 billion low-value parcels purchased online in 2024, 91% of which came from China, marking a double increase compared to 2023.

The Italian measure is expected to be formalized as an amendment to the budget law for next year in the coming weeks.

The Italian fashion federation, Federazione Moda Italia-Confcommercio, welcomed the proposal, calling it a step forward in curbing fast fashion. The federation praised the government's stance on addressing the economic and environmental impacts. According to them, this type of fashion also drains considerable resources from the economy and state coffers.
