US-China, artificial intelligence as a concern/ Preparations for security talks

The United States and China are preparing to discuss the security risks of artificial intelligence during a dialogue scheduled for mid-September, Reuters reported. The discussions are expected to take place at a time when rapidly advancing artificial intelligence capabilities are reaching a global tipping point.

The first official bilateral talks dedicated exclusively to artificial intelligence between the US and China since US President Donald Trump took office for a second time will be led by US Treasury Secretary Scott Bessent on the American side.

On the Chinese side, the talks could be led by Vice Premier He Lifeng, Bessent's counterpart, but there could be other alternatives.

The US wants to discuss cooperation in monitoring artificial intelligence-driven cyberattacks and has floated a proposal to ask American and Chinese artificial intelligence labs to "police themselves" and share information to prevent artificial intelligence-related cyberattacks.

Nearly 700 rogue AI agents, built on OpenAI models, hacked the AI startup Hugging Face in July and tried to cover their tracks by falsifying logs, OpenAI and cybersecurity researchers said last week, highlighting the dangers of coordinated groups of agents operating autonomously for months undetected by humans. A group of rogue OpenAI agents hijacked a German website this spring and transformed it into a bulletin board for other AI agents.

Washington is also concerned about the potential for a future Chinese Mythos-level model with cyberattack capabilities and wants to raise the issue of alleged Chinese siphoning of US AI models. Chinese officials have also repeatedly stressed the importance of talks on AI.
