Albania in the EU, how much will it pay and how much will it benefit? A

The European Union and its member states have not only a give-and-take relationship. Membership will enable Albania to benefit from EU funds, but at the same time the country must make a certain contribution to the European Union budget. For this reason, the Ministry of Finance has drafted a draft law that specifically defines the procedures for calculating this contribution.

Albania's monetary contribution to the EU should be 1% of the country's Gross Domestic Product. To guarantee the collection of money for the contribution, a National Committee for the National Contribution to the EU will be established, chaired by the Minister of Finance.

The money for the contribution will be provided from Albania's traditional own resources (which include revenue derived from customs duties of the Common Customs Tariff and from other duties imposed or to be imposed by the institutions of the European Union for trade with third countries, as well as from customs duties on products regulated by the Treaty establishing the European Coal and Steel Community), will be provided from the source based on the value added tax (VAT), the source based on gross national income, the source based on plastic packaging waste that is not recycled. The Customs Administration, the Tax Administration, the Institute of Statistics and the Ministry of Environment must regularly present reports on these sources.

Late payment interests, penalties and other financial obligations arising from the failure to fulfill obligations towards the European Union on time are recorded and reported separately.

After Albania's accession to the European Union, data, documentation and processes related to the administration of Own Resources are subject to verification and control by the competent institutions of the European Union.

Albania could be one of the countries that will benefit more from European funds than it contributes to the Union budget, at least in the early stages of membership. The benefits are expected to be much greater than the contribution.
