New sustainable transport plans/TEN-T urban nodes to be adopted by the end of

Albanian cities that will be designated as urban nodes of the trans-European transport network will have to draft and adopt Sustainable Urban Mobility Plans. The new TEN-T regulation, now part of the Albanian framework, sets a deadline of December 31, 2027 for the adoption and monitoring of these plans.

Sustainable Urban Mobility Plans are strategic documents that define how transport should be organised in a city. Instead of focusing solely on car traffic and road infrastructure, they address public transport, walking, cycling, parking, urban logistics and the connection between different modes of transport.

The goal is to create a more accessible and safe transportation system, reduce traffic, air and noise pollution, and increase the use of public transportation and zero- or low-emission modes of transportation.

By the end of 2027, data on sustainability, safety and accessibility of transport must be collected and reported for urban nodes. Meanwhile, by the end of 2030, the development of multimodal passenger centers is foreseen, which enable easier transition from one mode of transport to another.

According to the regulation, in the TEN-T network, urban nodes are defined as cities with 100 thousand inhabitants or more, as well as the main node of a region when there is no center that reaches this threshold. For the Western Balkans, including Albania, the process of defining urban nodes is still under development.
