In 19 years, 285 thousand citizens legalized their homes/ 6 thousand applications were rejected. The process ends in 2028

Despite having been underway for years, the process of legalizing informal constructions is considered a complex and long-term process, conditioned by the high number of applications submitted by citizens starting in 2005, as well as by the complex technical-legal nature of this process.
In this context, legalization also constitutes an essential component in completing the initial real estate registration process, which, in accordance with Law No. 20/2020, is expected to be completed within 2028.
According to official data from the State Cadastre Agency, during the period 2006–2025, i.e. over a period of 19 years, the Local Directorates of the State Cadastre Agency have carried out technical and legal verification of applications for legalization, resulting in 291,114 final decisions, and 6,082 applications disqualified due to non-fulfillment of legal criteria. In other words, over 285 thousand informal buildings have been legalized in this period.
However, this data is considered subject to ongoing updating and change, for several main reasons, as there is still a considerable number of informal facilities that meet the legal criteria for legalization, but for which no application has been submitted by the relevant entities.
And on the other hand, in various cases, repeated applications for the same object have been identified, submitted by different entities or by the same entity in different periods, which has led to the creation of duplications and an increase in the administrative burden in the processing process.
The trend of decisions to legalize informal facilities has fluctuated from year to year. The peak was recorded in 2016 with 48,351 decisions and after this year the lowest figure is in 2023, with 10,132 decisions, to then increase again in 2025, where 26,101 legalization decisions are recorded. Of the total number of decisions issued, those that have been rejected constitute a minimal weight. During 2025, 610 decisions for non-legalization result, and why the highest figure in the last 5 years. This indicator reflects the level of compliance of applications with legal requirements and technical-administrative standards of the legalization process.
