Online portal to bypass content bans - US plans to fight censorship in Europe

The US State Department is developing an online portal that will allow people in Europe and around the world to view content banned by their governments, including suspected hate speech and terrorist propaganda, a move that Washington sees as a way to combat censorship, three sources familiar with the plan said.

The site will be located at "freedom.gov." One source said officials had discussed including a virtual private network feature to make a user's traffic appear to originate from the U.S., and added that user activity on the site would not be tracked.

When Reuters accessed the website from Singapore, it had no content but showed an animation of a person on a horse and the words “Freedom is coming.” The freedom.gov website address was registered on Jan. 12, according to the federal registry get.gov.

Led by Under Secretary for Public Diplomacy Sarah Rogers, the project was expected to be unveiled at the Munich Security Conference last week but was delayed, the sources said.

Several State Department officials, including lawyers, have raised concerns about the plan, without providing details.

The project could further strain ties between the Trump administration and traditional US allies in Europe, which have already been strained by trade disputes, Russia's war in Ukraine and President Donald Trump's statements to exert control over Greenland.

The portal could also put Washington in an unfamiliar position, appearing to encourage citizens to violate local laws.
