China approves draft rules on artificial intelligence/ Tightens oversight of AI in interaction with humans

China's cyber regulator on Saturday released draft rules for public comment that will tighten oversight of artificial intelligence services designed to simulate human personalities and engage users in emotional interaction.
The move underscores Beijing's effort to shape the rapid spread of consumer-oriented artificial intelligence by strengthening security and ethical requirements.
The proposed rules will apply to artificial intelligence products and services offered to the public in China that feature simulated human personality traits, thinking patterns, and communication styles, and interact emotionally with users through text, images, audio, video, or other means.
Under the proposal, service providers would have to take on security responsibilities throughout the product lifecycle and establish systems for reviewing algorithms, data security, and protecting personal information.
The draft also targets potential psychological risks. Service providers are expected to identify users’ states and assess users’ emotions and their level of addiction to the service. If users are found to be displaying extreme emotions or addictive behavior, service providers must take necessary measures to intervene, he said. The measures set red lines for content and behavior, stating that services should not generate content that endangers national security, spreads rumors, or promotes violence or obscene objects.
