The army is strengthened, more budget for pensions - The "bag" of money is opened, which ministries receive the most?
The government has approved the medium-term budget document until 2028, defining priority areas through allocated funding. According to the document, the bulk of the budget will go to health and social protection, infrastructure and energy, pensions and employment programs, and strengthening the army.
Specifically, the most "paid" ministry is the Ministry of Health and Social Protection, where the bulk of the funds go to improving secondary and primary health care services as well as covering the salaries of white-collar workers. The budget of this ministry, from 807 million euros programmed for 2025, exceeds 820 million euros in 2028, with an increase of 13 million euros.
After health, the Ministry of Infrastructure and Energy ranks second in terms of the allocated budget, which in 2025 is at the level of 740 million euros, with an increase predicted in 2026-2027, but a decrease by 2028, by approximately 21 million euros. The largest part of the budget in this ministry is taken up by investments in road infrastructure.
Attention in the budget has also been paid to the Ministry of Economy, Culture and Innovation, which in 2025 has a budget of 560 million euros and in 2028 exceeds 693 million euros, with a record increase of 133 million euros. This is one of the largest Ministries, which has under its control pensions, the labor market, businesses, vocational education, housing, innovation, cultural heritage and art and culture. The largest part of the budget expenditures of this ministry is occupied by expenditures for pensions, which exceed from 408 million euros in 2025 to 549 million euros in 2028, with an increase of 141 million euros.
The Ministry of Defense will also have a significant budget increase, which from 483 million euros programmed in 2025, will exceed 565 million euros in 2028 with an increase of 80 million euros. Attention in defense spending is paid to the combat forces, which will reach 330 million euros in 2028, fulfilling Albania's obligations to NATO for a budget above 2% of GDP for the military.
