Housing plan for 100,000 homes in ten years - Italian government also approves

The Italian government has approved the "Housing Plan", as well as the decision renewing the reduction in excise duty on fuels. The reduction is expected to be extended for 21 days, unchanged for diesel (20 cents per liter) and reduced to 5 cents per liter for gasoline.

The housing plan is "ambitious" and "we are convinced that it can generate large-scale benefits," said Prime Minister Giorgia Meloni. The aim is to "make 100,000 social and affordable housing units available over the next 10 years. The plan will cost up to 10 billion euros and will be complemented by private investment," Meloni added.

The second pillar of the housing plan, Meloni explained, is "a package of simplifications and a concentration of resources for social housing and the housing emergency in a single instrument." This includes "over 3.6 billion euros, resources that we want to improve. Specific departments for individual regions will be created within the fund to ensure" that resources are allocated to those areas.

With the Housing Plan, the Prime Minister continued, "we are also considering private investments. What we have foreseen is quite simple: The State will ensure that private investors can simplify bureaucratic procedures, such as appointing a special commissioner for investments exceeding 1 billion euros, who will issue a single authorization. But in return, the private investor will have to guarantee that out of every 100 units they build, at least 70 will be social housing". "We believe in a sale price, or rental price discounted by at least 33% compared to the market price. After that," she added, "we hope to do even better".

The government is also considering the legislative decree on equal pay for men and women, which is awaiting final approval, as well as a legislative decree to promote the horticulture sector.
