The share of employees with minimum wage increases/ The third quarter brings

The Albanian labor market has seen a clear shift in the wage structure over the past two years. Lower wages have been shrinking rapidly, the middle class has been strengthening, while the high-wage segment has been growing steadily, albeit at a slower pace. These movements speak of an internal transformation of the economy, dictated by both market pressures and wage policies.

But, the third quarter of 2025 brings an interesting change for the minimum wage segment.

In the third quarter of the year, there was a decrease in the number of employees with minimum wage, but compared to the second quarter, the share has increased. From 12.4%, the share has increased to 12.7%. This slight increase may be related to seasonal employment or new entrants to the labor market who start precisely from the minimum wage level.

On the other hand, compared to the second quarter, it seems that the salary ranges from 95 thousand to 120 thousand and from 50 thousand to 60 thousand have stagnated.

Meanwhile, the category of employees receiving high salaries has been added. This shift suggests a more balanced distribution of income and a salary structure more oriented towards the middle and upper levels.

The segment of employees earning over 120,000 lek per month is growing steadily. From levels of around 9-10% in 2023, it rises to 13-14% during 2024 and continues to grow slightly in 2025 to 14.2%. This trend reflects the increasing demand for qualified professionals and for positions related to sectors with higher productivity.

However, this growth also shows another reality, the high-wage segment still remains narrow. Albania is far from creating a labor market with a broad base of well-paid professionals, which limits the potential for rapid economic development.
