VKM, the government "increases" the salaries of the President, the Judiciary, the Guard, the Police, Prisons and Health (DECISIONS)

At its meeting today, the government has taken several decisions on salary interventions. The indexation of the Salary of the President of the Republic by 2.5% has been decided, bringing it to 435,625 (four hundred and thirty-five thousand six hundred and twenty-five) lekë per month. On this basis, the indexation of salaries for the reference salaries for judicial and prosecutorial functions by 2.5% has also been made. After indexation, the value of the reference salary of the justice system becomes 156,825 (one hundred and fifty-six thousand eight hundred and twenty-five) lekë/month.
At the same time, with special decisions, the government has also intervened in regulating the salaries of the Police, the Republican Guard, the Prison and Health systems.

INDEXING THE SALARY OF THE PRESIDENT OF THE REPUBLIC OF ALBANIA
In support of Article 100 of the Constitution, letter “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, and Article 13, of Law No. 87/2025, “On the 2026 Budget”, with the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
1. The salary of the President of the Republic shall be indexed at a rate of 2.5%. After indexation, the value of the President's salary shall be 435,625 (four hundred and thirty-five thousand six hundred and twenty-five) lek per month.
2. The financial effects of this decision are covered within the budget approved for 2026 for the institution of the President of the Republic.
3. The institution of the President of the Republic is charged with the implementation of this decision.

In accordance with Article 100 of the Constitution, letter “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, and letter “a”, point 5, Article 12, of Law No. 96/2016, “On the status of judges and prosecutors in the Republic of Albania”, as amended, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
1. The basic reference salary for judicial and prosecutorial functions, which is equal to the coefficient 0.36 (zero point thirty-six) multiplied by the salary of the President of the Republic, is indexed at a rate of 2.5%. After indexation, the value of the basic reference salary for judicial and prosecutorial functions becomes 156,825 (one hundred and fifty-six thousand eight hundred and twenty-five) lek/month.
2. The financial effects of this decision are covered within the approved budget for 2026 for the relevant institutions.
3. Institutions within the scope of this decision are charged with its implementation.

In support of Article 100 of the Constitution, letters “a” and “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
1. In decision no. 424, dated 26.6.2024, of the Council of Ministers, “On the approval of the salary structure, salary levels and salary supplements, compensations and other financial treatments of employees of the health system, in health institutions, in the system of the ministry responsible for health, in the health structures of the Armed Forces of the Republic of Albania, of the General Directorate of Prisons and of the General Directorate of the State Police”, the following changes and additions are made:
a) Letter “c” of points 4.1, 4.2, 4.3, 14.1, 14.2 and 16.2 is amended as follows:
"c) Seniority allowance granted at the rate of:
i. 0.6% after each year of employment for the first 10 years (1–10 years) and is calculated on the salary of the position;
ii. 0.8% after each year of employment for the second 10 years (11–20 years) and is calculated on the salary of the position;
iii. 1% after each year of work for the third 10 years (21–30 years) and is calculated on the salary of the position.”.
b) Points 17.1 and 17.2 are amended as follows:
"17.1 For hospital doctors in emergency services, resuscitation services, hemodynamic services, the stroke unit and for neonatal doctors, it is 18,000 (eighteen thousand) lek per month."
“17.2 For “nurse”, “imaging technician” and “laboratory technician” employees of hospitals in emergency services, resuscitation services and hemodynamic services, the stroke unit, as well as for “doctor” and “nurse” employees in the pre-hospital emergency medical service, at the National Emergency Medical Center, it is 12,000 (twelve thousand) lek per month. ”.
c) In point 17.5, the following additions are made:
i. In the letter “a”, after the word “… Pukë …” add “… Fushë-Arës …”;
ii. In the letter “b”, after the word “… Librazhd …”, “… Përrenjas …” is added.
ç) Point 19 is amended as follows:
"19. Doctors and employees of the technical personnel of medical sciences of the institutions of the system of the ministry responsible for health, as well as doctors, civilian and military, of the structures of the Armed Forces of the Republic of Albania, for performing guard service and emergency service, benefit from an additional payment, as follows:".
d) Letter “b” of point 19.1 is amended as follows:
"b) for the hospital emergency service, which is organized and functions as such, as well as for the emergency service in primary care health centers, which provide uninterrupted service for the time they provide emergency service, the amount of the supplement is determined as follows:

e) Point 22 is amended as follows:
"22. "Medical" and "medical science technician" personnel employees who work in health institutions, away from their place of residence, receive a monthly compensation, in the amount as follows:".
ë) The introductory sentence of point 22.1 is amended as follows:
"For "doctor" and "medical science technician" personnel in primary care health centers:".
f) Point 23 is amended as follows:
“23. The heads of institutions, subordinate to the Minister for Health Affairs, part of the scope of this decision, in order to effectively and efficiently realize the mission and objectives of the institution they lead, have the right to have external advisors, with Albanian or foreign citizenship, to receive appropriate advice on specific issues. The contracting of external advisors is done after the approval of the Minister responsible for Health. The payment of external advisors is made from the economic account, determined according to the relevant budget implementation instruction of the Minister responsible for Finance and determined by the relevant head, in the amount of up to 112,750 (one hundred and twelve thousand seven hundred and fifty) lek per month.
The number of external advisors that may be contracted by the heads of institutions subordinate to the Minister for health issues, part of the scope of this decision, must not exceed 3 (three).
g) Links no. 1, no. 2, no. 3, no. 4, no. 7, no. 9, no. 10 and no. 11 are replaced with links with the same numbers and titles, which are attached to this decision and are an integral part of it.
2. Values of the element "salary for position" or "monthly basic salary of the job position":
a) for positions with ordinal numbers 19, 20 and 21, of link no. 1, positions with ordinal number 9, of chapter I, and ordinal number 6, of chapter II, of link no. 2, positions with ordinal numbers 15, 16 and 17, of link no. 3, positions with ordinal number 8, of chapter I, and ordinal number 9, of chapter VII, of link no. 4, positions with ordinal number 3, of chapter I and ordinal number 4, of chapter II, of link no. 7, are the result of indexation at the rate of 2.5% and of the salary increase policy;
b) for the other positions in links no. 1, no. 2, no. 3, no. 4, no. 7, no. 9 and no. 10 of this decision, they are the result of indexation at the rate of 2.5%.
3. The values of the monthly remuneration, set out in link no. 11, for the personnel employees assigned by the Turkish side to the Regional Hospital "Memorial" Fier, as well as in the positions "Hospital Manager in university and regional hospitals" are the result of the adjustment of the amount of this remuneration, due to the indexation of the value of the element "position salary" for the respective positions where these employees are currently employed, as well as due to changes in the foreign exchange rate.
4. The financial effects resulting from the implementation of this decision for the year 2026 are covered by the budget approved for each of the institutions, part of its scope of action, approved in Law No. 87/2025, "On the 2026 Budget".
