“Reducing mobile call tariffs and investing in 5G” - Termination

Reduction of call termination fees and more investments in the 5G network. The Albanian Parliament has recommended to the Electronic and Postal Communications Authority (AKEP) that, starting this year and onwards, it implements the methodology of EU countries for determining termination fees, i.e. in cases where a Vodafone subscriber calls a One subscriber, Vodafone pays a fee to One and vice versa.

With the implementation of the EU methodology, these fees paid between mobile companies will be reduced. The reduction in operators' costs is also expected to translate into lower fees for citizens.

Not long ago, AKEP also released for public consultation a document that envisaged a 57% reduction in fixed call termination fees from 2025 to 2026. Currently, the fee is 0.7 lek per minute, in 2026 it is expected to become 0.3 lek and 0.15 lek per minute, while in 2027 it will drop to 0.07 lek per minute.

The Assembly has also requested the Electronic and Postal Communications Authority to increase efforts to promote investments in high-speed networks, including 5G, and effective competition in the market, taking into account the protection of citizens and the provision of universal electronic communications service.

Finally, the way was opened for the implementation of the 5G network through the release of digital dividend two (DD2) frequencies, which includes the frequency band from 694 MHz to 790 MHz. The 700 MHz band is technically the best frequency band for building 5G networks, especially because the frequencies of this band achieve very good coverage with a certain number of stations (antennas).

Also regarding the quality of mobile telephony services, the Assembly suggests that AKEP increase monitoring of the quality of service. In areas where signal coverage is weak, including the country's road axes and tourist areas, AKEP should ask mobile companies to set up provisional stations or optimize existing antennas.
