Digital Livestock Registry in Albania - New Order/Rules for Registration and

Albania will have a digital register for animals bred on the country's territory. The order of the Ministry of Agriculture published in the Official Gazette establishes detailed rules for the identification, registration and traceability of cattle, sheep, goats and pigs, aligning the national system with European Union standards and strengthening veterinary control at the national level.

According to the official document, the order aims to regulate the manner in which information is provided by the relevant operators and the inclusion of data in the national animal registration computer database.

Specifically, operators keeping cattle, sheep, goats and pigs are required to provide information on movements, births and deaths within 7 days of the event. The competent authorities may extend the deadline to 14 days in mountainous areas or registered pastures. The list of registered pastures will contain the unique registration number, the animal identification code, the establishment identification number and data on the operator.

Referring to the order, it is envisaged to apply new electronic formats for animal registration, to improve traceability and veterinary control.

The Competent Authority for Veterinary Control ensures that operators have regular access to the national computer database, to read and check the information relating to their establishment. This access allows for greater transparency and prevents inconsistencies in records.

The Central Competent Authority will ensure that national databases include complete information on all kept animals, adapting them to the formats defined by the European Union. This will enable secure data exchange with EU Member States and cross-border traceability.

The Competent Authority for Veterinary Control shall also implement technical and organizational measures to ensure the uninterrupted operation of the database. These measures shall guarantee the security, integrity and authenticity of the information recorded in the system. In the event of possible interruptions or malfunctions, the data shall be automatically saved and restored.

With the entry into force of this order, which is expected to take effect from July 11, 2027, the competent authorities are expected to strengthen control over the movement and health of animals, guaranteeing greater food safety and transparency in the agricultural sector.
