Rrogozhinë-Pogradec train, in design - Railways: Completed in March 2027. How will financing for the works be secured?

The Rrogozhinë - Pogradec railway axis, part of Corridor VIII, is in the phase of preparing the detailed project, which is expected to be completed in March 2027. Details for TV SCAN were announced by the Albanian Railways, specifying that this process is financed by a grant from the Western Balkans Investment Framework (WBIF).
"With the completion of this technical assistance, which coincides with the maturity of the project in question, the grant application will continue and then with loan agreements with the European Investment Bank and the European Bank for Reconstruction and Development," the Albanian Railways announced.
This financing structure has also been followed with the other railway axis of Corridor VIII, Durrës - Rrogozhinë. For this segment, which has a length of 33.5 km, loan and grant agreements have already been approved in the parliamentary committees. More specifically, for the implementation of the project worth 120.5 million euros, a grant of 60.5 million euros will be allocated from the European Union, as well as 2 loans of 30 million euros from the European Bank for Reconstruction and Development and the European Investment Bank.
Meanwhile, the segment from Rrogozhina to Pogradec will be more costly, as it has a length of 120.3 km. Earlier, the Western Balkans Investment Framework has listed the benefits that will come from the rehabilitation or construction of this line, starting from shortening distances, increasing travel safety and reducing air emissions from transport.
