The Albanian Development Bank is established - It is registered with the Central Bank of Albania. Who will be the administrator and members of the Supervisory Board?

The Albanian Development Bank has been registered as a joint stock company at the National Business Center (NBC). This marks its official establishment and the acquisition of active status as of December 16th indefinitely.
The Albanian Development Bank has a 2-level management system, the first level is the Administrator and the second, the Supervisory Council. Its Administrator will be the Italian Silvio Pedrazzi, former head of one of the foreign-capital banks in the country. Pedrazzi has been appointed for a 3-year mandate, a mandate that began on December 16, 2025 and ends on December 16, 2028.
The Supervisory Board of the Bank consists of 5 members, Daniel Demeulenaere, Artur Asllani, Arben Shkodra, Eris Hysi and Irida Huta. The members are also appointed for 3 years. The Ministry of Finance is the sole shareholder, thus owning 100% of the shares. The Albanian Development Bank has a capital of 10 billion lek.
The Bank carries out lending activities for small and medium-sized enterprises, as well as domestic startups to promote growth, productivity, competitiveness and expansion in international markets; lending and support for exports of domestic goods and services; lending for public projects at the central and local level, with priority for the country's economy; lending for the development, improvement and modernization of the country's physical and digital infrastructure, in accordance with national strategic objectives; lending to domestic commercial companies based on market conditions and the principles of free competition, as a complementary activity to financing provided by commercial banks.
In carrying out its activities, the Bank may, among other things, grant short-term and medium-term loans to third-party legal entities, either directly or through co-financing agreements in cooperation with domestic and international financial institutions; issue short-term and long-term financial and commercial guarantees; purchase corporate bonds; participate in equity and other similar financial instruments; invest excess liquidity in domestic and international government bonds; open current accounts in commercial and international banks; place short-term and medium-term deposits in commercial banks; act as an agent for the administration of national grants in accordance with the decisions of the Council of Ministers and for any other grant scheme.
In terms of financing and/or liabilities, it can issue short-term and medium-term-long-term bonds in domestic and international financial markets; accept short-term and medium-term deposits from commercial banks and other domestic and international financial institutions; have access to monetary policy operations with the Bank of Albania and to refinancing operations with domestic and international banks and financial institutions; receive and administer structural funds from the state and/or supranational institutions; accept repayable funds from the public, especially from individuals who are not fully served by the banking system, in the form of savings products, through a special entity of the Albanian Post jsc. The savings products collected from the public are guaranteed by state guarantees and are used for promotional activities.
The headquarters of the Albanian Development Bank will be located on "Dëshmorët e Kombit" Boulevard, Building no. 3.
