Tenders, institutions "distribute" 172 billion lek - APP Report for

Around 172 billion lek is the value of contracts for works, goods or services announced as winners during 2024 by state institutions. The Public Procurement Agency has published the analysis for the past year, while the data shows that the total value saved from the procedures won against the total limit fund is 14% or around 27.4 billion lek, excluding VAT. Compared to a year ago, this value is almost the same, as in 2023 the saved value was 15% of the limit fund.

The funds saved during the development of tender procedures are related to the effectiveness of the use of public funds, so the higher the savings, the higher the effectiveness in the use of public money.

In total, 6,811 tender procedures were announced last year, but 1,641 of them were canceled. Meanwhile, out of the total number of ongoing procedures, 4,836 were finalized with winners.

Meanwhile, 115 tenders were conducted with negotiation, without prior publication of the notice, otherwise known as “table tenders”. These types of procedures constitute 2.3% of the total number of procedures concluded with a winner. The total fund won in tenders with negotiation, without prior publication of the notice, according to the report of the Public Procurement Agency, amounts to about 625 million lek or 0.4% of the total fund procured and finalized with a winner. Compared to 2023, this value has decreased significantly, since a year ago the total fund won “on the table” was 2.3 billion lek.

In 2024, 56% of tenders conducted by public institutions were for goods, 26% for services and 18% for public works.
