The Director General of Taxation, Ilir Binaj, together with experts from the International Monetary Fund (IMF), held a meeting focused on monitoring and evaluating the progress of the implementation of the "Fiscal Peace" and the law on the forgiveness of unpaid tax liabilities.

The discussions also focused on the four main measures related to the EU Growth Plan, TADAT standards and debt management under POA 5.

The parties emphasized the importance of continuing reforms to modernize the tax administration, strengthen the formalization of the economy, and meet European standards in the integration process.

Meetings with IMF representatives are expected to continue in the future, in order to monitor the progress of reforms and the implementation of measures aimed at increasing transparency, efficiency and fiscal discipline.

Meanwhile, the laws on "Fiscal Peace" and the forgiveness of tax liabilities, for which the implementing instruction was approved on May 15, provide for a series of facilities for taxpayers, structured according to periods and categories of liabilities.

According to the legal framework, unpaid tax liabilities until December 31, 2014 are completely erased, including fines and late interest, while the principal for social security and health insurance contributions is not forgiven.

For the period January 1, 2015 - December 31, 2019, a relief scheme is provided with two options: cancellation of 50% of the principal obligation if the remaining amount is paid within the specified deadline (June 10-30, 2026), or cancellation of 25% of the obligation if 75% of the obligation is repaid by December 31, 2026. In both cases, fines and late payment interest are completely canceled.

For the period 2020-2024, fines and late payment interest are completely waived, provided that the main tax is paid 100% within the specified deadlines, from June 10 to December 31, 2026.

Also, fines for non-declaration or late declaration of declarations pertaining to periods up to 31.12.2024 are deleted, provided that the undelivered declarations are submitted by 30 June 2026.

It also provides for the cancellation of fines for late submission of financial statements and the decision on the allocation of the result, calculated until December 31, 2024, as well as the cancellation of fines and interests generated by changes in payroll, as a result of legal or sub-legal acts with retroactive effect or final court decisions. Administrative fines for the periods until December 31, 2024 are also canceled.

Subjects convicted by a final court decision for tax or customs criminal offenses, as well as those under investigation or trial for these offenses, during the period of law enforcement, are excluded from these facilities.

The Tax Administration has invited taxpayers to verify their obligations in the "e-Filing" system and to respect the deadlines to benefit from the relief measures provided for in the "Fiscal Peace".
