New Road Safety Strategy/ From investments to vehicle control, measures to move

The Ministry of Infrastructure and Energy has issued for public consultation the new Road Safety Strategy and Action Plan 2026–2030, a framework document that aims to further reduce deaths and injuries in accidents, strengthen institutions and fully align with the EU acquis. The draft also presents a comprehensive analysis of the socio-economic costs of accidents, accompanied by structured measures that will need to be taken over the next 5 years.

In addition to lost lives and family and social consequences, road accidents significantly burden the economy through direct costs related to medical treatment, damage to vehicles and infrastructure, as well as indirect costs related to reduced productivity and loss of income. According to the World Bank, the average cost is estimated at 135,391 euros for a fatal accident, 22,988 euros for serious injuries and 2,526 euros for minor injuries. The strategy refers to figures from 2018, according to which the total cost of road accidents was estimated at 35.3 million euros.

The document emphasizes that the figures show a significant decrease in fatalities, but further steps are needed, reinforcing the "Vision Zero" approach and aiming for alignment with the best performers in the EU. The document bases the policies to be undertaken on 5 pillars, which are: Management, investments in roads to increase safety and their maintenance, increasing the quality of technical controls for safe vehicles, information campaigns, as well as reactions after accidents, through joint training between the police, emergency medical services, etc. According to the document, the undertaking and full implementation of priority measures will save lives and save hundreds of millions of euros.
